북극의 지정학적 특성과 국제협력: 러시아의 북극항로(Arctic Route) 활성화 정책과 제약점을 중심으로

탈냉전기 지구온난화의 가속화로 인해 북극지역에 대한 관심이 증대되면서 북극의 지정학적 특성의 중요성이 부상했다. 무엇보다도 빠른 환경 변화로 인해 북극항로(Arctic Route)의 완전 개통과 자원개발이 더 활발해지고 있다. 북극항로의 상업적 개설은 2020년 6개월 정도 항해가 가능해지고, 2030년부터 북극항로의 완전 개통과 자원개발이 더 활발해질 전망이다. 북극 연안국가들은 100여 년 전부터 화물수송을 위해 북극항로를 해상항로로 이용해왔다. 북극항로는 북극해 해빙으로 국제항로로서 유럽과 아시아의 해상교통로 단축에 상당한 기여를 할 수 있다. 북동항로의 일부분에서 가장 활발하게 이용되는 곳이 ‘북극해항로’(Northern Sea Route)이며, 현재 러시아 정부가 실효적으로 지배하고 있다. 러시아는 북극자원 개발, 환경 보호 그리고 북동항로의 상업화를 위해 예산 확충과 공세적인 발전 정책을 추진 중이다. 북동항로 이용과 활성화에 가장 적극적인 러시아는 주요 정책 실행과 더불어 항로 이용의 경제성 증대를 위해 필수적으로 해결해야 하는 제약점과 방안 모색에 주력 중이다. 향후 국제물류 해상노선으로 북동항로의 활성화를 위해 쇄빙선 확충과 기타 이용에 따른 안전 등 제약점을 극복하기 위해 다양한 정책 모색과 국제협력이 요구된다.
Abstract
Due to the acceleration of global warming in post-Cold War period, the interest in the commercialization of the Arctic Route is increasing. Especially, it is prospected that the sailing route will be completely open due to the rapid environmental changes of the Arctic region and the development of its resources will become further activated. The commercial opening of the Arctic Route will allow sailing for six months from 2020, and from 2030, the complete opening of the Arctic Route and the development of its resources is prospected to become further activated. The coastal countries of the Arctic have used the Arctic Route as a marine route for the transportation of cargo for 100 years. The Arctic Route provides a considerable contribution to the reduction of marine traffic between Europe and Asia as an international route due to the melting of the Arctic Sea. The most actively used area of the Northeast Passage is the ‘Northern Sea Route’, which is effectively governed by the Russian government. Russia is initiating an aggressive development policy and the expansion of budget for the sustainable development of Arctic resources, environmental protection and the commercialization of the route. There is a need for the search and cooperation of various policies to overcome the restrictions of safety based on the expansion of icebreakers for the activation and commercialization of the Arctic Route.
