Abstract

The regional unemployment rates tend to be serially correlated, and have common factors and spatial dependence across space. We apply the two-stage model of Bailey et al.(2016) and the simultaneous model of Vega and Elhorst(2016) using annual unemployment rates of 16 metropolitan cities and provinces from 2000 to 2019 to examine regional unemployment rates with these stylized facts. The two-stage model is estimated by the processes of removing common factors from regional unemployment rates and dealing with spatial dependence. However, because common factors effect and spatial dependence can be interdependent, estimating the two-stage model can potentially lead to biased results. On the other hand, a simultaneous model is more useful than a two-stage model because it can simultaneously analyze two forms of cross sectional dependence. In addition, the simultaneous model can generalize the basic dynamic spatial panel model and the two-stage model by imposing restrictions on the estimated coefficient, and control regional fixed effects and time fixed effects with heterogeneous constants and common factors in the analysis process. The results in simultaneous model show that the regional unemployment rates are serially correlated and affected by the unemployment rates in nearby regions over time. In particular, the sensitivity coefficients for common factors show that Seoul, Incheon, Gyeonggi, Gwangju, Ulsan and Gyeongnam are sensitive to business cycle. Since Korea has an industrial structure with different sensitivity to economic fluctuations according to regions, it is necessary to establish an employment policy based on this.
