산업구조 다양성이 지역의 실업률에 미치는 영향 : 패널 고정효과모형을 활용하여

초록

본 연구는 실업률을 줄이기 위한 지역정책을 모색하기 위해 산업다양성의 효과가 어떠한지를 실증적으로 검증하고자하였다. 특히, 기존의 연구가 미시적 단위에서의 실증분석을 진행하지 못했던 한계점을 보완하기 위해 시군구 단위에서의 연구를 진행하였다. 지역산업구조의 다양성을 측정하기 위해 허핀달-허쉬만 지수를 활용하였으며, 실업률에 영향을미치는 다양한 요인들을 통제하기 위해 시군구별 고용, 인구 자료 등을 활용하였다. 실증분석을 위해서 패널모형을 사용하였으며, 시간별로 지역별로 차별화되는 특성을 통제하기 위해 고정효과모형을 활용하였다. 또한, 하우스만 검증을 통해 확률효과보다 고정효과모형이 적합함을 확인하였다. 분석결과, 산업다양성은 실업률을 낮추는데 효과가 있었지만, 산업다양성과 실업률은 선형이 아닌 비선형관계를 보였다. 즉, 산업다양성이 증가할수록 실업률은 높아지는 경향이 나타났지만, 일정 수준의 산업다양성이 갖추어지면 실업률은 다시 낮아지는 것으로 나타났다. 본 연구는 지역경제를 살리기위한 정책수립시 지역특화도 중요하지만, 다양성도 고려할 필요가 있음을 시사한다.

Abstract

This study is to investigate the effects of industrial diversity on unemployment rates in order to establish an appropriate regional policy. For doing this, this study focuses on the relationship between unemployment rates and industrial diversity at the small-scale regional levels. In order to measure industrial diversity, this study uses Herfindhal-Hirschman Index and includes jobs, population, and regional characteristics as control variables. Particularly, this study employs panel model with time and regional fixed-effects to account for the spatiotemporal effects. Hausman test proves that our fixed-effects panel model is better than the random-effects panel model. Findings show that industrial diversity can decrease unemployment rate at the small-scale regional levels, but their relationships are non-linear. That is, as industrial diversity is getting higher, unemployment rates are likely to increase, but after a certain point, unemployment rates are likely to decrease. Our results suggest that although industrial specialization is very important for improving regional economies, diversity strategies also should be implemented simultaneously for sustainable regional development.
