실업률이 경기변동에 대하여 비대칭적인 지에 대한 기존의 연구가 이루어지고 있으나, 노동시장의 지역적 특성을 고려하지 않고 전국적인 단위에서만 이루어지고 있다는 문제점이 있다. 본 논문은 지역별 전체 실업률과 청년 실업률에 비대칭성이 존재하는지에 대하여 연구하였다. 특히 EG(1998) 모형을 확장한 Enders, Lee, Strazicich and Yu(2009: ELSY) 의 문턱모형을 이용하여 문턱수준과 비대칭성을 동시에 추정하였다. 본 논문의 주요 연구결과는 다음과 같다. (1) 전국 및 각 지역 실업률의 변동 추세가 유사하지만, 지역 간 실업률의 차이는 비교적 크다. 이러한 현상은 전체 실업률과 청년 실업률에서 유사하게 나타난다. 그러나 청년실업률이 전체 실업률보다 매우 높다. (2) 지역별 실업률의 절편 및 단기계수에 대한 비대칭성 검정결과에 의하면, 지역별로 대칭성에 차이가 존재한다. 이와 같이 절편이나 단기계수의 비대칭성이 확인된 결과에 의하면, EG 타입의 모형보다 ELSY 타입의 모형이 보다 적합하다는 결론을 내릴 수 있다. (3) 지역별 전체 실업률의 경우 부산, 인천, 경북 및 충남에서 비대칭성이 존재하고, 지역별 청년 실업률의 경우 충북에서 비대칭성이 존재하는 것이 확인되었다. 이는 일부 지역에서 호경기보다 불경기 시에 실업이 보다 더 지속적이며 조정 속도가 느리다는 결론을 시사한다.
Abstract
Current research on the asymmetry of unemployment rate on economic cycle does not adequately take regional dimension into account. Based on this perception, this paper analyzes the asymmetry of the regional unemployment rates utilizing the ELGY model, an extended version of the EG model. The major results are the followings. First, it is confirmed that the trend of the national and regional unemployment rates are similar, while the levels of the unemployment rates are dis-similar. Second, it is shown that there are differences in asymmetries across regions judging from the results of the asymmetry test on constants and short-run coefficients. This suggests that the ELSY model is more appropriate than the EG model. Third, it is found that there exist asymmetries in the unemployment rates of Busan, Incheon, Kyungbook and Chungnam. And in terms of the youth unemployment rates, there is asymmetry in Chungbook. This implies that unemployment is more persistent in economic recession than in economic boom.
