Abstract

In the decentralized society seeking decentralization reform, the citizens’ self-governing center is an entity that embraces the concept of decentralization, so it is required to look for the development policies setting the establishment of the base for realization of citizens’ self government system and the role as the partner for participative administration as the basic directives for policies. It has already been passed for more than two years since enforcement of the ordinance relating to the establishment and operation of the citizens’ self-governing center of Jeju Special Self-governing Province. However, the procedures for its operation have not been followed in a satisfactory fashion up until now. In this study, the researcher addressed such problems held at the citizens’ self-governing center, and presented the institutional issues of self-governing functions with a focus on the parts, which are realistic and feasible, in a way of easy to put it into practice in forthcoming years, as for desirable directions. With reflection of such methods onto the policy in a faithful manner, the citizen’s self-governing center of Jeju Special Self-governing Province that attempted for the first time in the history of our country should be operated successfully insomuch as to elevate the quality of life for Jeju citizens and also to become a space that will play a role as the backbone for democracy. To do so, we are required to establish the base for citizens’ self-government system conscientiously, having not to dwell on results, and so as to not hastily. Meanwhile, it is earnestly expected that the policies be executed by means of diffusion having established a model.
