Abstract

This article proposes a plan to improve China's legal system for preventing school bullying and offers insights for South Korea. Firstly, it highlights that the effect of legal education and publicity in some regions of China is not apparent, despite over 30 years of efforts. Many vocational students have not developed a sense of legal awareness and cannot correctly judge their actions. Thus, it suggests continuing legal education activities in certain areas to ensure vocational students are influenced and enhance the effectiveness of legal publicity. Secondly, the paper points out that the responsibility of schools and families in handling school violence incidents is inadequate. Many vocational colleges seldom take effective measures to prevent recurrence after handling violence incidents, and the lack of family education is also a major cause of school violence. Therefore, a joint effort by schools and families is needed to improve this situation. Lastly, the article emphasizes the imperfection of laws preventing school violence. Although the "Protection of Minors Law" and the "Prevention of Juvenile Delinquency Law" provide a legal framework, they lack specific operability, concrete legal response measures, and responsibility bearing methods. It also mentions the limitations of local regulations and government rules in practical applications, indicating the need for further improvement of the legal system to better protect students' lawful rights and interests.
