공동체 돌봄을 위한 율곡철학의 적용 -지역사회 통합 돌봄과 연계하여-

Abstract

This paper examines the operation and limitations of community care policies based on integrated care for communities in Korea and discusses how the Yulgok philosophy can be applied to prepare and implement a better system. This includes discussions that care policies implemented by the state and local governments facing the problems of super-aging and low birth rates should focus on material abundance and satisfaction with the quality of life as a human being. Yulgok emphasized Wushi (務實, Trying to be truthful and practical) through his philosophy of pursuing harmony between the Harmony of Li and Qi (理氣之妙) and the Correspondence of Knowing and Acting (知行合一) and in order to prepare and realize institutions and policies accordingly, he worked hard for practicality by using the supreme ruler nationally and the Hyangyak (鄕約, Village code) system in the region. The basis of his national and regional practice contains the ideal of realizing humanity as well as material abundance. In this paper, we tried to examine through Yulgok philosophy that if the current community integration care was focused on industrialized private care, it should move toward public care based on the community in the region, and suggest alternatives. Accordingly, we examined the caring thoughts contained in Yulgok philosophy and his practical implementation of care through Hyangyak as a local management, and discussed theoretical and practical measures to overcome the limitations of the care policy based on integrated care in the local community in Korea.
