포용적 복지국가시대의 지역사회통합돌봄과 율곡의 복지철학에 관한 소고

Abstract

Before the legislation of Community Integrated Care Act and its full execution, this article has reviewed the comprehensive social welfare system and the community integrated care as suggested in the historical documents, such as Yul-Gok's 『Dong-Ho-Moon-Dap』(東湖問答), 『Sung-Hak-Jip-Yo』(聖學輯要), 『Maan-Un-Bong-Sa(萬言封事). Our country has entered aging-society and is expected to enter super-aged society in 2026. Ahead of such stage, we need to prepare how to provide care to whom in need, and such care is a general problem for all people. To provide a solution for such problem, new policy has been made that will dramatically enhance services for residence, medical care, treatment and daily care. The policy is to associate various services in the community where the elderly people have lived in, with a view to providing community-centered services. With its inauguration, Moon-Jae-In administration has proposed 5 governmental goals and the 3rd goal is "the nation that cares my life". To achieve the goal, among 5 governmental strategies, the 1st strategy is "the comprehensive welfare country for all people". And to make comprehensive welfare country, Moon-Jae-In administration decided to achieve 2 strategic missions, which are (i) broadening medical insurance coverage and (ii) enhancing public medical services. To achieve these goals, comprehensive community care system is established. And, with the pilot project for the comprehensive community care system, the approach for the "universal welfare" has gained its momentum. In times when Yul-Gok had lived, although the circumstances were different from now, we could found same ideas for providing social care for the people by protecting daily earning, reducing taxes and mandatory works, and guaranteeing basic lives. And those ideas share common ground with the consolidated services we consider now for each person in the area of residence, medical care, treatment and daily care. We found that Yul-Gok has established the “Caring Policy for People” by Siui(時宜), Silgong)實功) in 『Maan-Un-Bong-Sa(萬言封事). Sugichiin(修己治人) in 『Dong-Ho-Moon-Dap』(東湖問答), and leadership of Aegugjeongsin(愛國經世) in .『Sung-Hak-Jip-Yo』(聖學輯要) In this regard, we can find a better way to improve our comprehensive community care system for comprehensive welfare by reflecting it with Yul-Gok's Gyeongselon and Anminlon.
