한미일 안보협력의 역동성 분석 및 전망 : 2008~2016년 사례 중심으로

한미일 3국은 2023년 8월 18일, 캠프 데이비드에서 첫 단독 정상회의를 개최하였다. 1년을 거치면서 한미일 안보협력은 진전을 이뤄 나가고 있다. 가장 큰 성과를 꼽자면, 한미일이 3자 안보협력 프레임워크 협력각서를 체결해 안보협력 제도화를 위한 토대를 마련한 것이라고 할 수 있다. 그러나 한미일 3국은 하나의 동맹체가 아니다. 동맹과 유사동맹 형태로 이루어진 삼각관계이다. 거기에 한일관계는 과거사 문제 등으로 인한 비물질적 변수와 요인이 작동하는 특수한 관계에 있다. 그러한 이유로 과거부터 한일관계는 협력과 갈등을 반복했다. 미중 전략 경쟁이 본격화되면서 한미일 삼각관계가 다시 주목받고 있다. 본 글은 삼각관계에서 비물질적 변수의 중요성과 영향력에 주목하고자 한다. 과거를 해석하는 집단적 기억에 따라 국가의 정체성이 결정되는 한일관계의 특수성이 양국뿐만 아니라 한미일 삼각관계에도 영향을 미친 것이다. 그러나 한일관계의 특수성을 설명하는 데 있어 과거사에 관한 인식도 중요하지만, 한일관계의 역동성 설명에 결정적이지 못했다. 한일 양국은 더디지만, 지금까지 협력과 갈등을 반복하는 양가성을 보여왔기 때문에 이러한 한일관계의 역동성을 설명할 수 있는 유사동맹에 주목하고자 한다. 최근 한국은 자신의 인도태평양전략을 이행 중에 있다. 전략 이행이 앞으로 희망의 불씨가 될지, 동력의 상실이 될지 중대한 기로에 서 있다. 전략 이행에 있어 한미동맹과 한미일 삼각협력은 매우 중요한 동력으로 작용하게 될 것이다. 이러한 측면에서 유사동맹이론의 개념과 기반에 관한 내용을 다루었다. 2008년에서 2016년까지의 한미일 안보협력 사례를 분석 대상으로 삼아, 한미일 안보협력의 근간과 전제가 되는 한일관계를 유사동맹이론 관점에서 살펴보았다. 한미일 안보협력의 동인과 더불어 유사동맹이론의 적실성을 분석하는 한편, 이를 평가하는 작업을 하였다. 마지막으로 그 평가 결과를 토대로 향후 한미일 안보협력 전망에서 주목할 점을 모색하였다.
Abstract
The three countries of Korea, U.S., and Japan held their summit at Camp David on August 18, 2023. As the year has passed, security cooperation between Korea, U.S., and Japan has been making progress. The biggest achievement is that Korea, U.S., and Japan signed a memorandum of cooperation on the trilateral security cooperation framework, thereby laying the foundation for institutionalizing security cooperation. However, The three countries are not one alliance. In addition, Korea-Japan relations are in a special relationship where non-material variables and factors due to issues of past history are at work. As the U.S.-China strategic competition intensifies, the Korea-U.S.-Japan triangle is receiving attention again. This article seeks to focus on the importance and influence of non-material variables in triangle relationships. The special nature of the Korea-Japan relationship, in which national identity is determined by the collective memory of interpreting the past, has had an impact not only on the two countries but also on the Korea-U.S.-Japan triangle. However, although awareness of past history is important in explaining the special nature of Korea-Japan relations, it was not decisive in explaining the dynamics of Korea-Japan relations. Although Korea and Japan are slow, we would like to focus on a quasi-alliance that can explain the dynamism of Korea-Japan relations, as they have shown ambivalence in repeated cooperation and conflict. Recently, Korea is implementing its Indo-Pacific strategy. Korea is at a critical crossroads as to whether strategy implementation will be a ray of hope or a losing of steam. In implementing the strategy, the ROK-U.S. alliance and Korea-U.S.-Japan security triangle will serve as very important driving forces. In this respect, this article deals with the concept and foundation of quasi-alliance theory. Using the cases of security cooperation between Korea, the U.S., and Japan from 2008 to 2016 as the subject of analysis, the Korea-Japan relationship, which is the basis and premise of Korea-U.S.-Japan security cooperation, was examined from the perspective of quasi-alliance theory. In addition to the drivers of security cooperation between Korea, U.S., and Japan, the relevance of the quasi-alliance theory was analyzed and evaluated. Lastly, based on the evaluation results, we looked for points to note in the future prospects for Korea-U.S.-Japan security cooperation.
