Abstract

This article explores the intricate interplay of language policy, nationalism, and nation-building, with a specific focus on Türkiye and India. It examines the realm of language policy and planning (LPP) through the perspectives of ethnic and civic nationalism, shedding light on their influence on national identity and their application in the field of education. Türkiye's journey, rooted in ethnic nationalism, sought to construct a unified national identity grounded in a common language and culture. While this approach effectively promoted linguistic uniformity, it also marginalized minority voices, in both linguistic and political spheres. This was evident in the realm of education, where minority rights were inadequately protected. This tension between the pursuit of ethnic unity and the preservation of diversity underscores the intricate nature of ethnic nationalism and its consequences for minority rights. Conversely, India's commitment to civic nationalism emphasized the significance of shared citizenship within a diverse, multilingual society. India's language policy celebrated the richness of linguistic diversity, recognizing the importance of regional languages and ensuring the protection of linguistic minority rights. The adoption of both Hindi and English as official languages exemplified inclusivity and a rejection of ethnic favoritism. Their dedication to linguistic diversity and minority rights is reflected in the Three Language Formula (TLF) in education. Nevertheless, the implementation of these policies encountered challenges. In conclusion, this article underscores the paramount importance of striking a delicate balance between national unity and the protection of minority rights, irrespective of the chosen form of nationalism. It is evident that language reforms undertaken by nations vary based on their unique nationalistic orientations, each with its pros and cons. However, a common observation is that nations, regardless of their form of nationalism, face challenges in reconciling national identity and minority rights.
