한·일 중학생의 시민성에 대한 인식 비교

본 논문은 한국과 일본의 중학교 3학년 학생을 대상으로 시민성에 대한인식 정도를 묻는 설문 조사를 실시하여 비교 분석한 것이다.그 결과는 다음과 같다.첫째,시민적 지식의 수준은 양국 학생 모두 세계 평균과 큰 차이가 없으나,시민성에 관한 정보해석 기능은 일본 학생이 세계 평균보다 매우높고,한국 학생은 약간 높다.둘째,민주주의에 대한 인식에서는 양국 학생이모두 의사표시의 자유를 가장 중시하고 있다.셋째,좋은 시민의 자질에 대한인식에서는 양국 학생이 모두 투표 참여,환경 보호 활동,매스미디어를 통한정치적 지식의 획득을 높게 평가하고 있다.넷째,정부의 책임에 대한 인식에서는 양국 모두 치안 유지,여성의 정치 참여 기회 보장,교육 제공,고령자부양 등을 정부의 책임으로 대단히 중시하고 있는 반면,물가 조절과 국민의건강 유지를 상대적으로 경시하고 있다.분석 결과 한국 시민성 교육의 과제로는 첫째,법률과 정당의 특징,주권재민과 언론 자유 등 민주주의의 기본원리와 특징에 대한 교육의 철저,둘째,자료 해석과 평가 학습 중시,셋째,철저한 양성평등 교육 실현,넷째,인권 교육과 지역사회 학습 강화를 통한참여 의식 제고,다섯째,정부의 경제적 책임에 대한 인식 제고 등을 제시할수 있다.
Abstract
In this study, a comparative analysis of awareness on the citizenship was carried out by utilizing the results of questionnaire survey targeting the 3rd graders of Korean and Japanese middle school students. Base on the analysis results, implications and challenges on the citizenship education of Korea were suggested as follows. First, in area of civic knowledge, percentage of correct answers to the questions on the subjects and process of law enactment and features and functions of political parties is very low, and the percentage of correct answers to the questions related to the basic principles and characteristics of democracy like sovereignty rests with the people and freedom and speech is also low. On this, more thorough education is required. Second, in area of skills in interpreting civic information, percentage of correct answers to the questions measuring reading and interpreting data is not that high, which needs to be noted as a challenge. Third, in concepts of democracy, the score of Korean students on the question, "Laws that women claim are unfair to them are changed.” is very low. In addition, the ratio of students answering "I have no idea.", to the questions on "There is a separation between the church and the state.”, “Participate in political parties in order to influence government” and “Wealthy business people have more influence on the government than others.” is considerably high, which leads to conclusion that it is necessary to help them to have definite opinion on theses questions. Fourth, in concepts of good citizenship, the fact that Korean students don't respect for government representatives and regard taking part in activities promoting human rights to be important is pointed out as problem. Fifth, in concepts of government responsibilities, Korean students lay emphasis on society-related government responsibilities, but not on economy-related government responsibilities. In connection with this, there were many cases when they cannot establish their definite opinions. In particular, they regard issue related to guaranteeing a job to be least important, which shows that they consider an unemployment problem in terms of a person's ability, not government responsibility. In this regard, improvements should be made to correct this idea.
