Abstract
The implementation of a well-structured, standardized curriculum and assessment tools, combined with comprehensive teacher training and sufficient class time (1–2 periods per semester), is expected to enhance student knowledge and promote behavioral changes in the context of school-based financial education. This study aimed to develop a standardized economic and financial education curriculum for adolescents, addressing these critical factors. The curriculum includes topics and performance standards grounded in the fundamental concepts, principles, and general knowledge of economic and financial education, while also integrating current trends and the evolving economic and financial landscape. Focusing on economic topics with an emphasis on personal finance, the curriculum seeks to equip students with the skills to effectively solve economic and financial challenges in daily life and to cultivate financially responsible habits. It is designed to strengthen financial literacy and foster an economic mindset among students. This study presents a case study on the development of an economic and financial education curriculum using the teacher consensus Delphi method, highlighting the process and content of curriculum development for middle and high schools. The resulting curriculum is expected to serve as a practical tool for implementing courses and activities during school-directed time and for enhancing teacher expertise, as outlined in the 2022 revised curriculum.
