섬 지역 워케이션 도입 방향에 관한 탐색적 연구 －일본 사례를 중심으로－

본 연구는 섬 지역의 워케이션 도입의 필요성을 제기하고, 우리보다 먼저 섬 지역에서 워케이션을 추진하고 있는 일본 사례를 통해 도입에 필요한 사항과 그 시사점을 제시하고자 하였다. 본 연구에서 살펴본 섬지역 워케이션 사례는 다음과 같은 시사점이 있다. 첫째, 섬에서 워케이션 사업을 추진하기 위해서는 무엇보다 접근성에 대한 고려가 필요하다. 섬 지역 중에서도 접근성이 우수한 곳에 우선적으로 도입할 수 있다. 둘째, 지역 특성과 자원을 최대한 활용하여 워케이션을 추진해야 한다. 해당 섬지역의 역사, 문화, 경관, 생태환경 등을 최대한 활용하는 특화 전략이 필요하다. 리시리지마와 같이 지역특산물을 강조하는 지역 브랜딩을 통해 추진하는 방안도 효과적이라고 할 수 있다. 셋째, 초고속인터넷 인프라 구축과 원격근무 환경을 필수적으로 구축해야 한다. 섬에서 일할 수 있는 환경을 만들어 주고, 어느 곳에서나 인터넷이 접속될 수 있는 Wi-Fi 시설을 조성도 필요하다. 넷째, 해당 섬지역만의 특화시설과 서비스를 제공하는 것을 고민해야 한다. 특화된 숙박시설이거나 주민과 함께 할 수 있는 워케이션 거점 공간 등을 조성하는 것도 필요하다. 다섯째, 지역사회의 특징에 맞는 협력모델을 구축하는 것이 필요하다. 지역주민 중심으로 하는 모델이나 행정과 민간의 협력을 통해 구축하는 모델 등을 고민해 볼 수 있다. 마지막으로 워케이션 사업은 단순히 관계인구 확보가 아닌 정주인구를 확보할 수 있는 효율적인 수단으로 활용되어야 한다.
Abstract
This study underscores the imperative for implementing workspaces in island regions, elucidating key considerations and their implications using Japan as a case study, given its pioneering efforts in promoting island-based workspaces. The island work case study analyzed herein yields several noteworthy insights. Firstly, for the successful establishment of a workspace on an island, prioritizing accessibility is paramount. Areas with optimal accessibility should be given precedence. Secondly, leveraging regional characteristics and resources is crucial for fostering work in island settings. Strategic plans, incorporating the island’s history, culture, landscape, and ecological environment, should be devised to attract a diverse workforce, including foreigners. Additionally, effective promotion of local branding, spotlighting unique features like Rishijima, proves advantageous. Thirdly, the development of high-speed Internet infrastructure and remote work capabilities is indispensable. Creating an environment conducive to island-based work, including ubiquitous Wi-Fi facilities, is imperative. Fourthly, specialized facilities and services tailored to the island’s distinctiveness should be considered. This entails establishing dedicated lodging or shared workspaces for residents. Fifthly, a collaborative model, attuned to local community characteristics, must be established. Whether centered on local residents or formed through collaboration between the public and private sectors, this model should align with the island’s unique traits. Lastly, the workcation business model should be harnessed as an efficient means of not only securing a transient population but also fostering a permanent settlement.
