ESG관점에서 본 공공부문 워케이션 정책의 현황 및 함의

Abstract

The current government and local initiatives, such as stay-type tourism and workation, contribute to an increase in resident and stay populations, and regional revitalization programs. These programs are seen as directly realizing ESG administration in the public sector and, for the private sector, participating in such programs is considered an execution of ESG management. Specifically, workation programs, aimed at supporting regional activation and local communities, are perceived as contributing to the 'S' aspect of ESG realization. However, both corporate and public ESG management, as well as workation, are still in their early stages. In the field of workation, ESG remains at a promotional or superficial level.This study examines the current status of workation in Korea, focusing on cases in the public sector, considering that most domestic workation policies and projects are conducted by the public sector. Analyzing the results, the Outdoor Ireland workation case in Geoje actively utilizes the local natural environment to support youth entrepreneurship and activities. This case respects the region's characteristics and culture, building a unique identity and presenting a model case for the interaction between local communities, the environment, and culture. From a governance perspective, Share Creation Corporation explores sustainable regional community development through public-private collaboration, indicating a commitment to social responsibility through active and transparent corporate governance. The Ministry of Oceans and Fisheries and several local governments have entrusted the workation business to Streaming House Co., Ltd. By participating in this program, companies contribute to the revitalization of the local economy and use it as a beneficial welfare system for improving the work-life balance and quality of life of their employees. The remote working case on Dumi Island is evaluated as a project that contributes to regional development, is environmentally friendly, and has social responsibility. In summary, these ESG-oriented projects contribute to sustainable development through unique interactions between regions, businesses, and society. Each project aims for values in the environmental, social, and governance aspects, demonstrating a high level of social responsibility and transparent governance to meet diverse demands in modern society.
