Abstract

This study explores the necessity and feasibility of enacting an ordinance to expand the living population in island regions as a strategic response to population decline and as a means to foster sustainable development. By analyzing legal, administrative, and policy frameworks, the study establishes that such an ordinance is both legally valid and essential for revitalizing island communities. The ordinance, grounded in the Local Autonomy Act and the Special Act on Support for Areas with Declining Populations, offers a structured approach to ensure policy continuity, systematicity, and alignment with higher laws. The proposed ordinance emphasizes a customized approach tailored to the unique characteristics and sustainability of island communities. Key elements include defining clear goals, supporting infrastructure improvements for transportation, digital connectivity, housing, education, and healthcare, and fostering sustainable development through the preservation of cultural and natural assets. Furthermore, it highlights the importance of community participation by institutionalizing governance systems that actively involve residents in planning and implementation processes. By presenting specific and effective policies, the ordinance aims to enhance the living population’s influx and activities, ensuring their stable settlement while promoting economic revitalization and cultural preservation. It also seeks to balance local needs with broader legal and collaborative frameworks, providing a comprehensive strategy for addressing demographic challenges. Ultimately, the study underscores that an ordinance to expand the living population in island regions is not only a viable solution to population decline but also a critical tool for achieving sustainable and balanced development in island areas.
