The circumstances under which the social security law can be formulated became distinctively different after 1990s. Now the welfare policy is situated in the context of the general politics, so that it becomes more and more difficult to realize the advantages and disadvantages which the welfare policy brings to the individuals. This influences the strategies of the welfare politics; shifting strategy and blame avoidance are reprasentative examples of it. It is prasent in the field of public assistance in form of the particularation. The fields of the new dimension of the social security law are; (1) from the social protect of the employment to the social protect through the employment. This includes inevitably the flexibility of the social security which mirrors the untypical patterns of the employment. (2) The low fertilities and the aging societies should be encountered by the social security. The types of the legal attachment to the reform should be analysed and selected. The individual trust to the position aquired by the law should be respected, but can be garanteed just relatively, but not absolutely. In spite of the regressive development of the social security the new social risks should be catched and protected. The emphasis should be especially cast rather on the service supply than the income compensation.
