한국 사회복지 입법의 전개와 향후 과제

Abstract

In Korea, many Social Welfare Laws about the social insurance programs, the public assistance system and the social welfare service programs had been legislated and had become effective over sixty years since the Republic of Korea was established on August 15, 1948. Then it’s estimated that the social welfare systems are completed basically. But many of the social welfare programs in Korea have many problems that must be solved, for example, the contract-out coverage, the insufficient benefits and the inordinate contributions. And the administrative systems of social welfare programs were considered by many to be inefficient. Meanwhile, the threats and risks to such dignity of man as life, morals, safety and others are growing in today’s information-oriented and technological society, which should be the various and greater desire to improve the quality of life. Consequently, the Social Welfare Laws in Korea should be changed in future in order to meet the changes of the social and economic situation effectively. Firstly, the social welfare laws should be reformed to secure the national welfare basis for all citizens. Secondly, for people in the lower brackets of income, the nation should provide fully the benefits of life, education and medical care without compensations. And the family welfare, the welfare for the aged and the disabled welfare should be expanded and improved to secure the income and medical care to people in the lower brackets of income. Finally, the coverage of the social welfare laws should be expanded in order to collect the various and greater welfare-desire of all people, to enforce the social justices and distributive justice. To strengthen the public responsibility, the government should prime the pump to improve the social welfare. And the democracy and efficiency of the social welfare administration and the rights of social security should be guaranteed, and the desire and opinion of all people should reflected in the social welfare administration.
