Abstract

Social Security Law is the major legal measure to achieve a nation’s goals in social security. This study takes a look on the forming and development of social security and inquires into the basic system of our Social Security Law. The Social Security Law has problems in two viewpoints. The first is the Social Security Law’s system-internal problem. Consideration whether the current Social Security Law is furnished with the right contents required to conduct it’s given tasks has to be made at this point. Consolidations and improvement plans on the risks the Social Security Law is countermeasuring, classes and contents of payments, problems concerning finance and management, and social security related legal relations have been suggested in this study. The second is the problem of coping with the factors emerging as a result of the variation of social circumstances challenging social security. These factors include globalization, change in population structure and in family structure, as well as change in women’s consciousness and roles. Finally this study covers the basic principles that have to be held in the course of the improvement of social security.
