평화협정의 주요 쟁점에 관한 연구

Abstract

After the meeting in Singapore last June, North Korea and the United States began the nuclear negotiations. It seems that it will take some time for North Korea to completely denuclearize itself, but it can be assumed that the nuclear talks will continue unless unexpected events occur. The nuclear negotiation between North Korea and the US is the first step towards bringing peace to the Korean peninsula, and it could lead to the end of Korean War. To resolve the status of the Korean War, a peace treaty must be signed by the relevant parties. There has been many debates on issues relating to the peace treaty. The issues on whom the parties to the peace treaty should be, and whether the American troops should leave the Korean peninsula and if so, when and how the troops should move out are the crucial questions that must be answered when drafting the treaty. If the peace treaty negotiation were to begin, the trust-building issues between the North and the South Korea must also be discussed. This paper examines the issues that will present itself when the peace treaty comes into effect. There are issues that the North and the South do not agree on, such as on whom should be the parties to the treaty and on how to subside the military tension in Korean peninsula. The issues relating to the NLL and the American forces residing in Korea will also come up when the peace treaty is discussed. This paper examines these key issues and introduces possible measures which can ensure the fulfillment of the peace treaty.
