The Republic of Korea has maintained the highly centralized police system since the establishment of the national police under a special situation of the national security. However, in the process of localization the municipal police system has been raised as an important issue. The purpose of this thesis is to look into the government-introduced draft bill of municipal police. According to the bill, municipal police forces will be established by municipal governments as operations distinct from the state-run police force and will provide services tailored to meet the demands of regional policing for matters such as neighborhood security, traffic control, food safety and minor criminal offenses. Municipal police will be responsible to municipality heads. It will be quite practical and useful as municipal police service can be tailored to the needs of individual communities with different circumstances and specialties, and state-run police force provides basic policing services. Because it dose not make confusion in present state-run police system and make up state-run police's weakness by providing services tailored to meet the demands of regional policing.
Abstract
