Abstract

This study aims to empirically analyze the multi-layered structure of curriculum implemented by teachers. While Korea has pursued a multi-layered curriculum structure in which national, regional, school, and classroom curricula operate in a balanced manner through curriculum decentralization policies. However empirical research on how this structure actually operates in the field has been insufficient. To address this gap, in-depth interviews, curriculum document analysis, and classroom observations were conducted with eight elementary and secondary school teachers. The findings revealed three key insights. First, contrary to theoretical expectations, a binary structure centered on national and classroom curricula emerged, with regional and school curricula having minimal influence. Second, the multi-layered structure did not function organically due to the lack of connectivity between layers. Third, the operational patterns of the multi-layered structure varied according to school level, subject area, and teaching experience. These results suggest that curriculum diversification should move beyond formal differentiation of documents toward substantive diversification that meets students' characteristics and needs. To achieve this, the national curriculum should be reestablished as a foundation providing minimum common standards, regional and school curricula as programs supporting teachers' implementation, and classroom curriculum as the core layer realizing student-centered learning. This study contributes to the field by empirically revealing the gap between curriculum policy and field implementation, thereby suggesting directions for restructuring curriculum governance.
