Abstract

This essay examines the problems of television ratings in the age of multiple use of multiple media and explores alternative methods of media measurement. Implications are drawn from a review of audience information systems for construction of media measurement. The concept of ‘institutionally effective users’ is employed to account for the development of new techniques of media measurement and to provide its implications for media industry and institution. Utilization of three different notions of media users, (i) audience mass, (ii) segmented users, and (iii) idealized publics, is discussed in terms of their impacts on media industry and institution.
