Abstract

The purpose of this study was to explore the ‘glass cliff’ experience of high-ranking female public officials in the Korean government through personal experience and interviews. The glass cliff is an invisible mechanism of discrimination in high-ranking women. It is defined as the phenomenon of women resigning and retiring from high-ranking positions at work. In fact, the proportion of women to high-ranking posts in the Korean government was very small, and this phenomenon has persisted for a long time. This study conducted in-depth interviews with public officials who worked or retired from senior executive service, and inferred the possibility of the existence of glass cliffs and their mechanisms. The theoretical basis of the glass cliff was the unequal gender structure of high-ranking posts, instability of performance contract and status, overwork and job stress, prejudice and stereotype of the organization. Qualitative research on these criteria has shown that glass cliff exist for high-ranking female public officials. The generalization of glass cliff theory in the Korean government is difficult, but this concept was not really absent. In conclusion, this study suggested that the glass cliff should be considered an important topic in the study of the government’s personnel policy and gender equality culture.
