Abstract

Along with a rapid increase in participation of women into public sectors, there are female managers in the Korean governmental organizations, which have been traditionally identified a male dominated entity. Under the situation, this article explores reality of a female manager in the Ministry of Environment. In doing so, this work focuses on how she frames and responses towards her reality to pursue her mission as a public servant. In order to do so, a theoretical framework with multi dimensional lens consisting of social structure(macro)-organizational culture(meso)-personal characteristics(micro) levels is applied. In-depth interview with a female managers is conducted. Findings are as follows. Firstly, gender stereotypes are still tenacious in a public organization and it works as a critical barrier for a female manager. Furthermore gender stereotypes push her choose feminine leadership apart from traditional male leadership. Secondly, even if the power of sex-ratio in the Ministry of Environment as a quantitative context cannot be denied, identification of environmental work as women friendlessness is much more strong to frame her reality. In addition, the existence of female ministers in the Ministry of Environment gives the female manager a kind of opportunity structure, in comparison to other organizations without any experience of female minister. Then, in micro level, high degree of quantification and technical nature of environmental is a kind of advantage for the female manager. In a similar vein, professional knowledge of the female manager works as another opportunity. The main implications for the findings are discussed in terms of gender relations.
