자유주의 통치성, 제국주의, 네이션－블룬칠리 국가론과 nation(Volk)/people(Nation) 개념의 정치적 함의－

이 글은 네이션의 번역이 네이션의 자격을 둘러싼 정치적 불화의 장이었음을 살펴보는 연속 논문 중 하나로 J.C.블룬칠리(J.C.Bluntschli)의 국가론에서 nation/ people 개념 구분이 지닌 정치적 함의를 규명하고자 했다. 우선 자유주의 대 국가주의라는 이분법적 통념을 넘기 위해 ‘자유주의 통치성’에 대한 푸코의 분석을 참조하여 블룬칠리 국가론에서 자유 자체가 통치의 내재적 원리가 되는 양상을 조명했다(Ⅱ장). 다음으로 19세기 중후반 자유주의 통치성의 제국주의적 변형에 초점을 맞춰 블룬칠리 국가론의 인종주의적 함의를 분석하고(Ⅲ장), nation (Volk)/ people(Nation) 개념 구분이 이러한 맥락에서 어떤 정치적 함의를 띠고 있는지 규명하였다(Ⅳ장). 19세기 자유주의 통치성의 제국주의적 변형 속에서 자유라는 문명적 이념과 정치적 역량을 담지한다고 가정된 네이션은 한편으로는 다중적 인민(people)과, 다른 한편으로는 인종적 민족들(peoples)과 구별되고 위계적으로 재배치되었다. 격화된 계급갈등을 봉합하고 다중적 인민을 네이션으로 통합하려는 서구 열강들의 국민 통합(national unity) 기획은 비서구 민족들에 대한 제국주의적 침략을 가속화시키는 동시에 제국의 통치 질서에서 식민자(국민)와 피식민자(비국민)의 권리를 위계적으로 분배하는 정당화 논리로 작동했다. 이상의 분석은 서양의 통치성이나 네이션 개념의 생성과 변모 과정에 타자로서의 식민지의 존재가 내재적이며 동시대적 요인으로 작동하고 있었음을 보여주며, 역으로 이러한 개념들의 동아시아 번역이 제국주의 담론과의 대결이라는 측면에서 재조명될 필요가 있음을 시사한다. 개념사 연구가 서구적 원형의 수용이나 변용이라는 시각을 넘어 서양과 동양, 제국과 식민지를 아우르는 동시적 시간성 속에서 조망될 때, 근대성 자체에 내장된 식민성 비판과 극복을 향해 한 걸음 더 나아갈 수 있을 것이다.
Abstract
As one of the serialized essays to examine the trace that the translation of ‘nation’ has been process of political ‘disagreement’ in Rancière’s term over the ‘qualification’ of the nation, this focuses on J.C.Bluntschli’s theory on modern state. Chapter Ⅱ, based on Foucault’s insights on ‘liberal governmentality’, analyzes how Bluntschli posited freedom as the principle of governmentality of modern states. Chapter Ⅲ highlights racist implications of Bluntschli’s state theory in terms of imperial transformation of liberal governmentality in the mid and late 19th Century. Chapter Ⅳ analyzes political significance of Bluntschli’s conceptual distinction between nation and people. He tried to distinguish ‘nation’ from the multitude on one hand and from racialized peoples on the other hand by positing it as a privileged collective identity sharing political capacity and the civilizational idea of freedom. His thoughts examplify ‘national unity’ projects of western countries in the era of imperialism which tried to alleviate class conflicts and unify the masses into a nation by accelerating their imperialist expansion into ‘the rest’ of the world and justifying the hierarchical and discriminative distribution of rights between the colonizer and the colonized peoples. This analysis reveals that the existence of the colonized as the other operated as an internalized and contemporary element in the formation and transformation of western concepts of governmentality and nation. It also suggests new approaches to East Asian conceptual history be needed, which cannot be reduced to a mere acceptance of the western archetypes but should be reassessed as a simultaneous formation and confrontation between East and West. Such perspective can lead us to make a step toward criticizing and overcoming coloniality embedded in modernity itself.
