관세인하는 대규모 사업체 대비 중소규모 사업체의 성장에 부정적 영향을 미치는가?

본 논문은 우리나라 제조업 사업체-품목자료를 이용하여 관세인하가 사업체의 생산품목수, 품목당생산액, 규모(scale) 등에 미치는 사업체 규모별 차별적 영향을 분석한다. 분석결과, 관세인하의 부정적 효과가 사업체 규모가 작을수록 크다는 통념은 본 논문의 실증분석결과에 의해 지지되지 않는다. 오히려 관세인하로 인하여 중소사업체보다는 오히려 대규모 사업체의 생산품목수가 뚜렷이 감소하고 규모도 감소하는 경향이 있음이 발견된다. 이러한 결과가 관찰된 한 가지 이유는 중소사업체들의 상당수가 대규모 사업체에 비해 상대적으로 수입경쟁으로부터 격리(insulate)되어 있기 때문일 수 있다.
Abstract
Utilizing plant-product datasets from Korean manufacturing sector, this paper examines the effect of import tariff reductions on plant’s product scope, production- run length, and plant scale with a focus on the possibly differential effects across plant size. The empirical results do not support the popular view that small plants are more adversely affected than large plants by import tariff reductions. The results show that, relative to small plants, large plants reduce their product scope and, hence, shipments in response to tariff reductions. One possible reason behind this finding is likely to be that, compared with large plants, small plants tend to concentrate on niche market and, hence, are more or less insulated from import competition.
