본 연구는 정부신뢰 형성에 대한 실증적 분석을 통해 우리나라 정부신뢰와 관련된 기본적인 문제가 무엇인지를 이해하고자 노력하였다. II장에서는 정부신뢰에 대한 국제비교 분석결과와 우리나라 정부의 성과와 질에 관한 다양한 실증적 근거의 검토를 통해 우리나라 정부신뢰의 일차적인 문제는 정부의 경제적 성과보다는 정부 서비스나 제도가 질적 측면에서 미흡하다는 점과 더 관련이 있을 가능성을 제기하였다. III장은 정부신뢰 결정요인에 관한 이론적인 연구결과를 정리하고 이러한 가설들이 우리나라 상황에서 어떠한 현실적 의미를 지니는지를 실제 자료를 통해 평가해 보았다. IV장에서는 II장과 III장의 논의 결과를 활용하여 정부신뢰 결정요인에 대한 체계적인 실증분석 결과를 제공하였다. 국가 간 분석에서는 Gallup의 정부신뢰조사 자료와 더불어 The Quality of Government Institute에서 제공하는 QoG 데이터가 이용되었고, 개인 자료에 기초한 미시분석을 위해서는 우리나라에서 실시된 World Value Survey의 설문조사 결과를 활용하였다. 상이한 성격의 두 가지 자료와 모형의 이용은 서로 대체적이기보다는 보완적인 역할을 한다는 점에서 본 실증분석의 장점이 있다. 본 연구의 국가 간 횡단면 분석결과에 따르면, 경제부문과 정부품질 부문에서 각각 대표적 변수에 해당하는 일인당 실질 GDP와 부패방지 지수는 정부신뢰와 양(+)의 상관관계가 있는 것으로 나타났다. 반면, 국민의 평균적인 학력수준(25세 이상 성인의 평균 수학 기간)이 높은 국가일수록 정부신뢰는 더 낮아지는 것으로 일관되게 나타났다. 교육수준이 높을수록 정부에 대한 기대수준 또한 높아질 것이라는 점을 염두에 둔다면, 이 같은 결과는 정부신뢰에서 기대의 중요성을 확인시켜주는 간접적인 실증적 근거로 해석하는 것이 적절하다. 정치 영역과 관계된 변수로는 투표율이 정부신뢰에 유의한 양(+)의 영향을 주는 것으로 추정되었는데, 이는 사회적 자본에 관한 social network 이론에서 사회적 신뢰형성에 교류와 참여를 중시하는 것과 일맥상통한다. 정부활동의 투명성에 대한 요구 수준을 반영하는 정부권력에 대한 국민의 감시수준이 높을수록, 그리고 부패의 여지를 키우게 되는 규제의 수준이 높을수록, 정부에 대한 신뢰수준은 상대적으로 낮아지는 것으로 확인되었다. 이상의 추정결과는 정부의 양적인 성과보다는 정부나 제도의 질이 정부신뢰 형성에 더 중요하다는 가설을 재차 지지해주는 것으로 볼 수 있다. 개인자료에 기초한 미시적인 회귀분석 결과를 보면, 우리나라의 경우 개인들의 공적신뢰 형성에서 자발적 사회단체 활동의 사회적 경험과 적극적이고 긍정적인 정치적 태도나 성향이 특히 중요한 역할을 한다는 것을 알 수 있다. 경제적 수준이나 성별 요인도 공적신뢰의 개인 간 격차를 일정 부분 설명하는 것으로 나타났다. 그러나 학력이나 정부책임성 요구 수준과 같은 기대요인과 사회적 규범에 대한 의식은 공적신뢰에 별다른 영향을 주지 못하는 것으로 보인다.
Abstract
This paper tries to understand the basic problems with trust to government in Korea with the help of the empirical analysis on determination of trust to government. Examination of various empirical evidences based on international comparison of trust to government hints at the possibility that the low trust to government in Korea is related to the quality of institution or public services rather than the performance of government. Applying the theoretical results developed by the previous studies, we set up a model for determination of government trust, and provided two different types of empirical analyses that make use of cross-country data (QoG) and individual survey data (WVS), respectively. According to the cross-country analysis, trust to government depends positively on anti-corruption and voting rates, but is affected negatively by the level of education, citizen’s supervision of government, and regulation. The micro-econometric analysis of individual survey data confirms importance of social activities and experiences as well as political attitudes in forming trust to government. Education, in this case, seems to give only a limited explanation to public confidence.
