행정안전부 내 경찰국 설치에 대한 일선경찰의 지지의향 결정요소: 한국 경찰의 새로운 사회적 자아의 창발

행정안전부 내 경찰국이 국무회의를 거쳐 2022년 8월 2일 공식적으로 출범하였다. 이 과정에서 일선 경찰관들의 내부반발은 대한민국 정부수립 이후 유래를 찾아볼 수없을 만큼 거셌다. 경찰관서의 현수막 게시, 릴레이 삭발 및 단식, 그리고 총경들의 집단회합 및 경찰국 신설의 보류 촉구 등 경찰조직 전체 반발이 전국에 걸쳐 일어났다. 본 논문은 정당성 및 공정성이론에 입각하여 현장 경찰관들의 행정안전부 내의 경찰국설치에 대한 인식을 측정하고 향후 경찰국 지지정도에 영향을 미치는 요소를 파악함을목적으로 하고 있다. 경찰청 내부망을 통해 확보된 2,445명의 설문응답 자료 중 주요 변수에 대하여 빈도분석 및 다중회귀분석을 실시하였다. 분석결과 전체 응답경찰관2,445명중 93%는 행정안전부 내의 경찰국 신설이 경찰 중립화가치에 부합하지 않는것으로 인식하고 있었으며, 2%만이 시행령으로 경찰국 설치가 가능하다고 답했다. 신설된 경찰국에 대한 지지의향에 부정적 영향을 끼치는 요소는 절차적 공정성 결여의문제, 법위반 가능성의 문제, 상호작용 공정성 훼손의 문제, 헌법가치 위배 가능성의문제, 배분적 공정성 부족의 문제 등이었다. 반면 일반 경찰관의 경무관 승진 할당, 복수직급제 도입, 공안직 수준의 보수향상 등의 변수는 일선 경찰관들의 경찰국 지지의향에 아무런 영향을 주지 못하는 것으로 나타났다. 본 논문은 앞으로 입법자 또는 경찰총수의 의지와 결단으로 현장 경찰관들의 ‘가치’를 회복시키고 이를 유지하도록 해야한다고 결론짓고 있다.
Abstract
The August 2, 2022, the South Korean government officially placed the national police bureau in a subordinate position to the Secretary of the Ministry of Interior and Safety. Frontline law enforcement officers across the nation staged an unprecedented public protest including posting banners at police stations, shaving their heads, and fasting to illustrate their opposing sentiments to the government’s decision. Police chiefs also strongly opposed the establishment of the police bureau, calling it a regression in South Korea’s modern history and demanding its withdrawal. Using an legitimacy and organizational justice model, the current study measured officers’ perceptions and attempted to assess what factors significantly influence their intentions to support the police bureau in the future. Frequency analysis and multiple regression analysis were performed on the main variables among the survey response data of 2,445 officers which were obtained through the internal network of the National Police Agency. Results showed that 93% of the respondents did not perceive that the establishment of a police bureau within the Ministry of Interior and Safety is in line with the value of neutralizing the police, and only 2% answered that the establishment of it was legally possible through the ordinance. It was also revealed that factors that negatively affected the intention to support the police bureau were officers’ perceived procedural unfairness, violation of the law, interactional unfairness, violation of constitutional values, and distributive unfairness. On the other hand, it was found that variables such as quota promotion of general police officers into a high rank, introduction of multiple rank systems, and improvement of remuneration at the level of public security positions had no effect on officers' intention to support the police bureau. This study concludes that it is necessary to restore and maintain the 'value' of front line law enforcement officers with the will and determination of the legislator or the Police Commissioner General.
