공공외교가 브라질 한인사회에 끼친 영향 - 이민 60주년 기념행사를 중심으로 -

초록

한국 외교부는 2010년을 공공외교의 원년으로 선포하고, 2011년 공공외교를, 정치 및 경제 외교와 함께, 외교정책의 한 축으로 공식화했다. 초기 공공외교의 목표가 자국의 “매력”이나 국가이미지 개선이었으나, 점차 국가의 이익 증진으로 전환되었다. 브라질 한인사회는 2013년을 전후로 한국 공공외교 정책의 수혜자가 되었다. 그것은 브라질 한인사회가, 경기침체 속에서, 한인사회가 한류를 앞세워 중추 산업인 여성의류 제조업과 판매업의 유지 및 신장을 위해서 적극적으로 노력했기 때문이다. 그 결과 오늘날 브라질 한인사회는, 한국 공공외교 정책의 진화와 함께, 초기의 문화 한류를 경제 환류로 승화 중이다. 본 논문은, 이민 60주년을 맞은 2023년 브라질 전 지역에서 다양한 주체들에의해서 개최된 다양한 기념행사들이 한국 공공외교의 결과였다는 것을 증명하는데에 그 목적이 있다. 그리고 그것의 근거로 최근 10년 동안 개최된 다양한 기념행사들이 과거의 관 중심에서 오늘날 민·관 협동의 다중심적 구조로 변했음을제시한다.

Abstract

The Korean Ministry of Foreign Affairs declared 2010 as the first year of public diplomacy, and formalized public diplomacy in 2011 as one of the pillars of foreign policy, along with political and economic diplomacy. Initially, the goal of public diplomacy was to improve the country’s “attractiveness” or national image, but it gradually shifted to promoting national interests. The Korean community in Brazil became a beneficiary of Korea’s public diplomacy policies around 2013. This is because, amidst the economic downturn, the Korean community in Brazil actively worked to maintain and expand the women’s clothing manufacturing and sales industry, its key industry, by taking the Korean Wave to the forefront. As a result, Korean community in Brazil is sublimating the early cultural Korean Wave into an economic trend along with the evolution of Korea’s public diplomacy policy. Therefore, the purpose of this paper is to prove that the various commemorative events held by various entities throughout Brazil in 2023, making the 60th anniversary of immigration, were the result of Korean public diplomacy. The basis for this is that the various commemorative events held over the past 10 years have changed from the government-centered structure of the past to today’s polycentric structure of public-private cooperation
