Abstract

During the sixty years of national division, unification formula is one of the most attractive subject in every South Korean political scientist. Over this long period of national division, it has developed many different opinions and claims to achieve national unification. On June 15, 2000, acknowledging that there are common elements in the South’s confederation and the North’s Federation of Lower Stage as the formilae for achieving reunification, two leaders in South Korea and North Korea agreed to promote reunification in that direction. The South had previously viewed the North regime as an illegitimate government. But through South Korea‘s Confederation Unification Formula, South Korea acknowledged existence of the North regime as a reality. South Korea’s Confederation Unification Formula is based on a Three-Phased Unification Formula for Building a Korean National Community. Especially in the first phase, the two Koreas are to recognize each other’s system and dissolve the mutual mistrust and hostility, and they are to institutionalize for reconciliations and expand inter-Korean exchange and cooperation. The first phase, consisting of the confidence - building process and the institutionalization of reconciliation, is the characteristic part of ‘Three-Phased Unification Formula for Building a Korean National Community’. In addition to that, there are many other issues that are under discussion in the subject of South Korea’s Confederation Unification Formula. The purpose of this paper is to examine contents and issues on South Korea’s Confederation Unification Formula.
