한중 양국은 27년 전 수교에서부터 이미 사실상 다른 목적과 동기를 갖고 관계발전을 모색했음에도 불구하고 그동안 양국관계의 외형적인 비약적 발전에 이를 수면 하에 묻혀둔 채 오히려 지속적으로 상이한 희망적 기대를 키워 왔다. 급기야 2016년 사드 배치 결정으로 한중 양국이 수교 이후 최대의 위기에 직면한 이후에야 비로소 전략적 ‘동상이몽(同床异梦)’의 실체를 인지할 수 있게 되었다. 따라서 이 글은 한중양국 사이에서 누적되어온 전략적 동상이몽의 배경을 한중관계사에서 발생한 ‘두개의 우연적 사건’, 즉 중국 민항기 납치사건(1983)과 황장엽 망명사건(1997)에 대한 새로운 각도에서의 복기를 통해 밝혀보고자 한다. 그리고 이를 통해 한중관계의 역사에서 덮여 왔던 전략적 착시를 직시하고 사드 갈등이후 양국관계를 새롭게 재설계하는데 출발점으로 제시하고자 한다. 특히 2018년 이후 한국의 중재로 한반도 비핵, 평화 프로세스가 새로운 국면에 진입하게 되면서 기존의 ‘중국역할’ 대한 혼선이 나타나고 있다. 이러한 북한문제에서의 중국역할에 대한 혼선 역시 수교이전 단계에서부터 한국의 대중국 외교가 가져왔던 전략적 착시에서 비롯된 측면이 있다. 향후 ‘중국역할’을 냉철한 시각에서 한국에 적합하게 견인하기 위해서도 그동안 한국이 ‘중국역할’을 스스로 자의적으로 해석하고 확장해온 과정을 복기하는 것은 중요한 의미를 갖는다.
Abstract
The strategic "Same bed and different dream(同床异梦)," which has been accumulated since the start of diplomatic relations between Korea and China, has not been resolved, but strengthened with the development of bilateral relations. It was only after Korea and China faced the biggest crisis with THAAD conflict that they were able to recognize the fact that was under a strategic illusion. Therefore, the article aims to shed light on the background of strategic illusion that has expanded between Korea and China through reviewing with a different perspective of the 'two accidental incidents' in the history of Korea-China relations, namely the hijacking of Chinese civil aircraft (1983) and the defection of Hwang Jang-yop (1997). Through this process, this article will try to help redesign the bilateral relationship after the THAAD conflict by accurately understanding the true nature of ‘the strategic same bed and different dream’ and facing up to the accumulated strategic illusions caused by the history of the Korea-China relations. The controversy over the "Chinese role" in the Korean Peninsula has emerged, especially as South Korea's mediation since 2018 has put the denuclearization and peace process on the Korean Peninsula into a new phase. The confusion over China's role in the North Korean issue also stems from the strategic illusion and wishful thinking that South Korea's diplomacy with China has brought since the beginning of the diplomatic relationship. It is also important to reestimate the process in which Korea has arbitrarily interpreted and overestimated ‘Chinese role’ in order to drive the new role of China from a rational perspective.
