냉전의 종식, 세계화의 심화, 정보화의 진행, 민주화의 확산 등의 현상에 따라 문화의 정치적 중요성이 증대하고 있음에도 불구하고 정치학 분야에서는 정치문화에 대한 연구를 제외하면 문화에 대한 관심이 상대적으로 소홀하였다. 한국 정치학계에서의 문화 관련 연구는 1990년대 중반까지는 구미학계의 영향으로 정치문화 연구에 집중되어 있었으나 그 이후 문화정치의 영역으로 급속히 확장되고 있는 추세이다. 그러나 아직 문화에 대한 정치학적 연구가 풍성하다고 보기는 어려우며, 아울러 오늘날 정치적 의미가 커져가고 있는 문화정책에 대한 연구 성과가 거의 축적되지 못하고 있음은 아쉬움으로 남는다. 문화정책은 권력의 생산과 재생산, 사회적 가치의 권위적 배분, 그리고 공공재의 제공으로 요약될 수 있는 정치적 행위와 밀접하게 연관되어 있다는 점에서 정치학적 관점에서 문화정책을 연구할 경우 의미 있는 성과가 기대된다.
Abstract
While such macro-level changes as the end of the Cold War, acceleration of globalization, coming of information society and diffusion of democracy all contribute to the growing significance of cultural factors in our political life, the discipline of political science has been relatively silent on the cultural dimension of politics except for the study of political culture. An analysis of the state of political science in Korea reveals that political studies of culture in Korea also has been concentrated on the study of political culture up to the mid 1990s. Since then, the trend has been somewhat changed and much ink has been spilt on multicultural society, identity politics, cultural diversity, and politics of symbolism. However, there are still dearth of study on cultural policy, although it deserves much attention from political scientists in the sense that the realm of cultural policy is closely related to the issue of the authoritative distribution of social values and the provision of public goods, which are the core elements of political activities. This study suggests that the field of cultural policy is likely to provide a fertile ground where political studies could flourish because the theoretical and conceptual tools developed in political science will be highly relevant for analyzing cultural policy.
