삼차원게임이론에 의한 EU 통상협정 사례 분석: 한국, ASEAN 및 일본과의 FTA 협상 추진 사례를 중심으로

본 논문은 EU의 FTA 협상 전략을 분석하기 위해 기존의 양면게임이론을 응용하여 삼차원게임이론을 도입하였다. 지역협력체가 공동통상정책을 배타적 권한으로 이양 받아 FTA 등의 통상 협정을 이끌어 나아갈 때의 특징을 이론화하여 명제를 다음과 같이 추출하였다. 첫째, 레벨 I 국제차원에서의 공동체의 전략으로서 공동체는 통합의 정도가 심화되어 중앙 기구의 배타적 권한이 강화될수록 더 안정되고 일관성 있는 전략을 구사할 수 있다. 둘째, 레벨 II 지역차원에서 회원국의 압력 측면에서 협상을 주도하는 공동체에 대한 회원국의 압력이 있을 수 있으나 제한적이며, 공동체(위원회)는 통상 협상 과정에서 전략적 협상 능력을 발휘할 수 있다. 셋째, 레벨 III 개별국가 내에서의 회원국 및 공동체에 대한 압력에 관한 명제로서, 특정 회원국 내 특정 기업이 통상 협정 체결을 반대할 수 있으나, 역내 동종 산업 전체가 비교열위에 해당할 가능성이 낮은 까닭에 제한적 내부압력에 그친다. 오히려 비통상적 원인에 의한 내부압력, 이를테면 협상 상대국의 환경, 노동 구조 그리고 정치적 책임 등의 압력이 더 높은 형태로 존재한다는 것이다.
Abstract
This paper applied the existing two-level game theory and introduced a three-level game theory in order to analyze the FTA negotiation strategy of the EU. This paper hypothesized the characteristics as follows when a regional cooperative union receives exclusive rights to common commercial policy and enters into commercial agreements such as FTAs and extracted propositions. In conclusion, a regional union which adopts a common commercial policy orients itself toward market liberalization and openness as pursued by multilateralism such as the WTO and induces FTA negotiations in the same way. This verifies well that multilateralism and regionalism which seems to carry out exclusive objectives in the short run works toward one positive goal, which is outlined in GATT Article 24 of allowing territorial application, customs union and free-trade areas. Therefore, the development direction of multilateralism, regionalism, and bilateralism may be found using the analysis in this paper as a foundation. Furthermore, it may be estimated that this may serve as a theoretical foundation for finding an appropriate response strategy by gauging beforehand the FTA negotiation strategies of advanced regional unions.
