Abstract

This paper argues that the 2021 Nicaragua presidential election results are due to the institutional despotism in the presidential election process, which has resulted in Nicaragua's transition to a complete authoritarian regime. It is the advent of an authoritarian system with Nicaraguan characteristics, not O’Donnell Bureaucratic Authoritarianism(BA) system, which presented the analytical framework of the Latin American authoritarian system. According to the typology by Barbara Geddes, who is renowned for studying authoritarian regimes, Nicaragua's transition to an authoritarian regime in which individuals and ‘one-party dictatorship’ are realized together is detected. However, the reality is the aspect of a tentatively called ‘gang state’. Why has Nicaragua's political system changed so much? Has this authoritarian tendencies been detected since 2007, when Ortega re-created the government? Or is it due to the political learning effect of three times consecutively failure of running for presidency for the re-appointment for government in the 1990s? With this election, the 75-year-old “longest-serving head of state” among countries in Latin America has left a milestone in the international community beyond Latin America as the fifth-term president. Such long-term rule is a result of anti-Democracy and human rights violations and oppression, and the Ortega government has been facing criticism from the international community, including sham elections and dictatorial elections. This paper examines the institutional despotism of the election process contained in the results of the Nicaragua presidential election, and analyzes it as complex political, social, and economic factors. And, in the domestic political situation of Nicaragua with anti/undemocratic behavior, we try to find a solution for the international community through multi-layered governance.
