권위주의체제 이론의 분석적 연구: 오도넬의 모형을 중심으로

관료적 권위주의라는 용어가 등장한 것은 70년대였으나 80년대에 와서 많은 학자들이 한국사회의 권위주의를 설명하는 틀로써 사용하였다. 이제는 민주화의 바람을 타고 권위주의라는 용어가 사라진듯하지만 여전히 정치권에서는 언론독재, 교육독재, 제왕적 등의 용어를 쓰는 것을 보면 한국사회에서 권위주의라는 개념은 정치사회적 담론의 중심에 위치하고 있는 듯하다. 본고에서는 관료적 권위주의의 태동과 역사를 거슬러 살펴보고, 이 개념이 한국적인 상황에 부합한 설명의 틀로써 유용성을 지니는 것인지 논의하고자 한다. 민주라는 이름하에 권위적인 행태의 모습들이 자주 관찰되는 것은 아직도 우리의 정치, 경제 사회의식과 생활 전반에 권위주의의 모습이 깊이 드리워진 까닭이 아니겠는가? 이런 맥락에서 관료적 권위주의는 넘어서야 할 구태인 동시에 극복해야 할 과제로 연구가치가 있다고 하겠다.
Abstract
Though the term ‘bureaucratic authoritarianism’ was first introduced in the 70’s, it was not until the 80’s that the scholars started to use the word with reference to authoritarianism in Korea. Although one might claim that the term has gone well out of use in the wake of democratization, still commonly used references to the terms like ‘control of media,’ ‘censorship on education,’ or even ‘kingship’ seem to suggest the ongoing presence of controversy over authoritarianism in Korea. This article reviews the birth and the history of bureaucratic authoritarianism and discusses its usefulness as an explanatory tool suited for the political dynamics of Korea. Might not it be that authoritarian mentality is so deeply instilled in our understandings of politics, economy, and society that the acts of authoritarianism is all too often committed under the nominal guise of democracy? For this reason, bureaucratic authoritarianism is a valuable topic for study as much as it is a long-established convention that needs to be overcome.
