아태 지역의 석유시장과 가스시장이 러시아의 에너지 전략에서 차지하는 위상의 변화

초록

본 논문의 주요 목적은 러시아가 2000년 이후 세 차례에 걸쳐 발표한 장기 에너지 전략에서 아태 지역의 석유시장과 가스시장이 차지하는 위상이 어떻게 변화했는지 추적하고 어떠한요인이 이러한 변화를 초래했는지 분석하는 것이다. 본 논문은 이 과정에서 다음의 두 가지변화를 파악했다. 첫째, 시간의 흐름에 따라 아태 지역의 석유시장과 가스시장이 러시아의 에너지 전략에서 차지하는 위상은 대부분 커졌다. 둘째, 이러한 위상의 변화는 에너지 전략 2020 이 채택된 2003년과 에너지 전략 2030이 채택된 2009년 사이보다 같은 해인 2009년과 에너지 전략 2035가 채택된 2020년 사이에 더 커졌다. 본 논문은 국제 석유시장과 가스시장의 구조재편과 국제 지정학적 고려라는 두 가지 요인이 첫 번째 변화를 설명하고, 러시아가 아태지역에서 달성한 석유 수출과 가스 수출 실적 요인이 두 번째 변화를 설명한다고 주장한다.

Abstract

Russia has presented its long-term energy strategy thrice after 2000. This paper investigates how the status of the Asia-Pacific oil market and gas market has changed in the energy strategy over time. It then analyzes what factors has caused this change. In this process, the paper has found two noticeable changes. First, the status of the Asia-Pacific oil market and gas market has mostly increased in the energy strategy. Second, this change in the status was more significant between 2009 and 2020 than between 2003 and 2009. This paper hypothesizes that two factors – structural shifts in the international oil and gas markets, and geopolitical considerations - explain the first change and one factor, namely, achievements Russia has made in the Asia-Pacific oil market and gas market, accounts for the second change.
