2023년 중국은 미국에 이어 국내 총생산(GDP)과 국방비에서 세계 2위를 차지했고 또한 인구도 인도에 이어 세계 2위를 기록했다. 진정한 세계 강국으로 부상한 중국에 대한 국제 사회의 반응은 엇갈린다. 미국과 호주와 같은 서방 국가에서는 중국에 대한 부정적인 인식이 매우 강한 반면, 일부 개발도상국에서는 중국에 대한 긍정적인 시각이 여전히 남아 있다. 소위 ‘중국 위협론’은 서방 세계에 널리 퍼져 있고, 미어샤이머(John Mearsheimer)와 월트(Stephen Walt)를 포함한 많은 서구의 학자들은 ‘중국 위협론'을 믿는다. 앨리슨(Graham Allison)도 중국이 미국에 대한 실질적인 위협이라는 데 동의하며 미-중 전략적 경쟁을 투키디데스 함정에 비유했다. 반면 전 미국 국무장관 키신저(Henry Kissinger)와 전 백악관 국가안보보좌관 브레진스키(Zbigniew Brzeziński)는 ‘중국 위협론’을 지지하지 않으며 중국의 평화적 부상을 믿는다. 따라서 중국의 부상이 중국의 패권 추구로 이어지고 미국이 수립해 온 현 국제 질서의 파괴 또는 근본적 변경으로 이어질지 살펴보는 것은 의미가 있다. 많은 서구학자들이 ‘중국 위협론’을 조사, 분석했고 한국에서도 이에 관한 많은 연구가 진행되었다. 그러나 미국 학자들과 달리 한국 학자들은 ‘중국 위협론’에 대한 충분한 실증적 연구(Empirical Research)를 수행하지 않았다. 따라서 본 연구는 다양한 경제 및 군사의 경성권력(hard power)지표를 사용하여 중국의 부상에 대한 낙관적 견해와 비관적 견해 중 어느 주장이 더 타당한지 실증적으로 검증하려 한다. 로이 연구원(Lowy Institute), 글로벌 파이어파워(Global Fire Power), 세계은행의 경제 및 군사 지표를 사용한 본 연구에 따르면 미국과 중국의 국력 격차는 여전히 크다. 따라서 중국이 가까운 미래에 미국을 추월할 가능성은 낮다. 특히 중국은 군사력 면에서 미국에 크게 뒤처져 있다. 그러나 중국은 현재의 국제 질서에 불만을 품고 있어, 세력전이이론에 따르면 중국은 미국에 도전할 강력한 후보가 되었다. 그럼에도 불구하고, 미국의 힘의 우위로 중국이 지금 또는 가까운 미래에 미국에 도전하기는 어려울 것으로 보인다. 그래서, 미국과 중국 간 힘의 차이가 크기 때문에 소위 ‘중국 위협론’은 시기상조라고 주장하는 프리드먼(Friedman)과 길 & 오핸런(Gill & O’Hanlon)과 같은 현실주의 학자(Realists)의 주장이 설득력이 있다. 더욱이, 세계은행이나 스위스 경제연구소의 지표를 통해 살펴볼 때, 중국의 무역과 투자, 그리고 중국의 세계화 수준은 지난 30년 동안 중국의 높은 경제 성장과 함께 상당히 증가했고, 중국은 미국이 수립한 현 국제 질서에서 상당한 이익을 누렸다. 따라서 자유주의(Liberalism) 학자들이 주장하듯이, 중국이 현재의 국제 질서를 바꾸기 위해 도전하려는 인센티브는 매우 약해 보인다. 결론적으로, 본 연구는 프리드먼과 길 & 오핸런의 현실주의와 전통적 자유주의 입장에 근거하여 미어샤이머와 월트, 앨리슨이 주장하는 ‘중국 위협론’은 시기상조이며 과장된 것이라 주장한다.
Abstract
The so-called ‘China threat theory’ is prevalent in the Western academic circles. Many scholars, including John Mearsheimer advocate the ‘China threat theory,’ while other scholars, including Henry Kissinger do not support the 'China threat theory' and believe in China’s peaceful rise. Therefore, it is meaningful to examine whether China’s rise will lead to China’s pursuit of hegemony and the fundamental transformation of the current international order. This study empirically tests the ‘China threat theory’ to see which argument is more valid. This study shows that the gap in national power between the United States and China is great. It is unlikely that China will overtake the United States in the near future. Moreover, China’s trade and investments, as well as the level of globalization in China, have significantly increased over the past 30 years. China has significantly benefited from the current international economic order. Therefore, the incentive of China to overturn or challenge the current international economic order is very weak. Accordingly, the ‘China threat theory’ seems premature and overstated.
