Abstract
This study explores the hierarchy of today’s international monetary system. Unlike the existing IPE approaches seeing IMS as relations among national currencies or state-relations via currencies, this work perceives it as a system of key-currency which is the universal unit of account used by participants in cross-border transactions. From this perspective, the hierarchy of IMS is not that of national currencies but that of a single currency, USD. IMS as a dollar system consists of the Fed’s monetary jurisdiction as the core and the offshore dollar realm as the periphery. The dual-layered system of this kind has been changed into a multi-layered hierarchy with the Fed providing a selection of offshore central banks with a different level of transnational liquidity backstops. This study delves into the changes of hierarchy by focusing on the institutional character of swap-lines and FIMA repo.
