Abstract

This study applies identity politics theory to analyze Russia's support policies for its compatriots in the United States, demonstrating how these policies have evolved beyond cultural and economic support to become political instruments, particularly following Russia's 2022 invasion of Ukraine. The Russian government views Russians living abroad as vectors for expanding national identity and has been implementing strategies to organize its diaspora around the concept of 'Russkiy Mir' (Russian World) to reflect its political interests. Through analysis of the 「Federal Law on the State Policy of the Russian Federation Regarding Compatriots Abroad」 enacted in 1999, we examine Russia's official policy direction toward compatriots and its support mechanisms for the Russian diaspora in the United States. Following the Ukraine war, the U.S. government has intensified surveillance and sanctions on Russian organizations, curtailing the activities of public diplomacy institutions such as the Russian House and the Russkiy Mir Foundation. In response, the Russian government has employed a counter-strategy that emphasizes anti-Russian sentiment in the United States, framing it as ‘discrimination against Russians’ to strengthen internal cohesion within the diaspora. The findings reveal that Russia's compatriot support policies are evolving to combine political mobilization with public diplomacy, extending beyond mere cultural support. Additionally, the Russian diaspora in the United States shows increasing polarization between groups supporting and opposing their homeland's policies.
