Abstract

This study analyzes the National Day, inaugural, and New Year speeches of Taiwan’s four democratically elected presidents, as archived in Wikisource and the Academia Historica of Taiwan. The analysis covers the speeches from Lee Teng-hui(李登輝) to Tsai Ing-wen(蔡英文), employing the methodologies of content analysis and discourse analysis. Through content analysis, several characteristic trends were identified. In all presidential speeches, expressions symbolizing community identity—such as “we” and “nation”—appeared with the highest frequency, suggesting that presidential addresses emphasize emotional appeals to national unity and state legitimacy. The concept of “unification” appeared only in the speeches of Presidents Lee Teng-hui and Chen Shui-bian(陳水扁), and was absent in the speeches of subsequent presidents. In contrast, security-related concepts such as “power” and “safeguard” occurred with relatively high frequency in President Tsai Ing-wen’s speeches, differing from the emphasis on “peace” and “stability” found in the speeches of other presidents. Regarding the use of the names “Taiwan” and “Republic of China,” presidents from the Democratic Progressive Party (DPP) tended to prefer the expression “Taiwan,” while presidents from the Kuomintang (KMT) made greater use of the designation “Republic of China.” Moreover, both party affiliation and birthplace of the presidents were confirmed as important background variables shaping their perceptions and discursive constructions of cross-strait relations. Meanwhile, the discourse analysis focused on the intertextuality of the presidential speeches and the external relations of the text. Although all four presidents consistently emphasized the concepts of “peace” and “stability,” their perceptions and interpretations of cross-strait relations revealed divergent discursive approaches. In particular, the analysis of external relations showed that presidential speeches are closely connected to Taiwan’s foreign policy orientations, the international situation, and the structural conditions of cross-strait relations. This indicates that each speech functions not merely as political rhetoric but as a form of discursive practice aimed at negotiating domestic political legitimacy and adjusting Taiwan’s strategic position within the international arena.
