Abstract

The purpose of this study is to analyze energy security at the subsystem level of the international order and to highlight mid-level transformations that existing theories have often overlooked. By conceptualizing energy security through two functional subsystems—production and security—this study explains how rules, actors, and enforcement mechanisms interact to sustain or reshape order. Energy security operates as a composite order in which strategic interests, rule compliance, and sanctioning mechanisms converge. The cases of U.S. energy policy shifts, the shale revolution, the Russia–Ukraine war, and the ongoing energy transition illustrate that subsystem analysis effectively captures both the stability and variability of the international order. Accordingly, this study argues that energy security constitutes an independent order and provides a theoretical framework that extends the study of international order beyond hegemonic and regional perspectives.
