Abstract
This paper analyzes how the proliferation of economic security policies impacts state-business relations amidst intensifying US-China strategic competition and trade bloc formation. As major economic powers (US, China, EU) leverage economic security to form exclusive value chains, global corporations struggle to maintain traditional vertically integrated models. This shift particularly affects export-oriented state-business relationships, suggesting a growing ‘competition-conflict’ dynamic in US-China trade adjustments. Conversely, relations between large-market powers and global firms may evolve into ‘coercive integration.’ Global conglomerates' survival strategies vary significantly based on two structural factors: their dependence on the US and Chinese markets, and their technological gap with Chinese competitors. Through case studies of major South Korean firms—Samsung Electronics, Hyundai Motor Company, SK Hynix, and LG Energy Solution—this paper demonstrates diverse strategic deployments influenced by these factors. The findings reinforce the ‘competition-conflict’ hypothesis for state- business relations. This paper concludes by emphasizing the South Korean government's need to foster cooperative state-business relations and establish a network- based response system, considering these structural dynamics.
