Abstract

Traditionally and today, Switzerland has a liberal press institution according to the constitutional law about the freedom of the press in 1848, when the Switzerland was born. Switzerland, a small and political neutral state in Central Europe, is divided in 26 States, 185 Districts and 3,000 Communities, and is surrounded by the neighbouring big giant States Germany, Frence, Italy and Austria. Therefore the neighbouring area and population of Switzerland is also divided into three languages; German(65%), French(19%) and Italian(8%), which make the Swiss media map. The Swiss press has a very important function of political communication, which lets the various political opinions of people and the parties be expressed and the Swiss society to integrate. For the Guarantee of press freedom, Switzerland has applied a very weak regulation on the press, and finally the total deregulation in 2006 was introduced. The consequence of the press deregulation is a phenomen of cross-ownership concentration of the press at an extremely high level. In contrast to the press politics, the Swiss regulation on the broadcasting is very strong, to promote the international competitive ability between the neighbouring big giant states. The cross-ownership concentration of the press shall also promote the international competitive power by capitaland ownership-concentration. But the guarantee of various public opinion by the Swiss press is questioned.
