초록

이 연구는 소연방의 해체로 독립 국가를 건설하게 된 러시아연방과 우크라이나 공화국이 크리미아 갈등을 어떻게 해결하였는지를 분석한 것이다. 탈소비에트화 과정에서 크리미아는 우크라이나의 영토로 귀속되었으나 크리미아자치공화국 내부에서 러시아 영토로 편입하려는 움직임이 활발하게 전개되었다. 이로 인하여 크리미아는 러시아와 우크라이나간의 영토 및 국경갈등을 촉발시키는 쟁점이 되었기 때문에 국제사회로부터 많은 관심과 우려를 받게 되었다.그러나 탈소비에트 체제이행을 추진해 온 러시아 정부는 공식적으로 크리미아 영토가 우크라이나에 귀속된다는 점을 분명하게 천명하면서 이에 대한 영유권을 주장하지 않았다. 더불어 크리미아에 주둔하는 흑해함대의 관할권은 우크라이나와의 협상을 통해 분할한 다음 우크라이나에 귀속된 함대지분을 러시아가 매입하는 방법으로 갈등을 해소하였다. 이로써 러시아는 국제사회에 평화와 우호선린에 기초한 온건한 외교정책을 구사하는 정상국가(normal state)임을 입증한 것이다.러시아는 과거 소연방 지역을 중심으로 새로운 지역 국제질서를 구축하고 있다. 이 과정에서 러시아는 역내 강대국의 위상을 확립하고자 노력하면서 평화와 우호선린에 기초한 안정적인 역내질서를 창출하고 있다. 이 연구에서 분석하고 있는 크리미아의 영유권 갈등에 대한 러시아의 정책적 대응과정은 탈소비에트 러시아의 대내외적 국가 정체성을 이해하는데 좋은 자료가 될 것이다.

Abstract

Since the disintegration of the Soviet Union, the most bitter Russia-Ukraine disputes arose over Crimea and Black Sea Fleet. The conflict over Crimea consists of external and internal factors. The external factors are territorial claims for border revision and deployment of the Black Sea Fleet of the Russian Federation in Crimea. And the internal factors are popularity of pro-Russian irredentist spirits stem from the region's demographic and geopolitical history. So the instability potential in the Crimean peninsular is the highest issues between Russia and Ukraine in post-soviet period. This article has pointed to the dangerous potentials for the conflicts within the Crimea. Those are related to the conflicting foreign and security polices of Russia and Ukraine. Russia and Ukraine had solved Crimean conflicts peacefully for stabilization of regional order. I analysed the process of crimean conflicts resolution. And I tried to prove Russia's near abroad policy that pursuit peace and good neighbor relations with the Soviet successor states.
