신뢰와 내각의 안정성: 서유럽 내각제국가에 대한 교차사례분석

정치체제의 안정성은 정부의 정당성과 효율성에 대한 국민의 지지에 의해 보장된다. 즉, 국민의 이익과 의사가 정책결정과정에 최대한 반영될 때 정부의 정당성에 대한 신뢰의 수준이 높아지며, 따라서 신뢰는 정치체제 및 정부의 안정적 유지를 위한 필수조건이 된다고 볼 수 있다. 이러한 맥락에서, 공고한 민주주의체제를 유지하여 온 서유럽 14개 내각제 정부를 대상으로 신뢰저하가 정부의 정당성 약화, 더 나아가 내각안정의 위협인자로 작용하는가의 여부를 확인하기 위한 교차사례분석을 수행하였다. 분석 결과, 상정된 10개 독립변인(정치적 정당성과 통합성, 경제적 성취도, 대인신뢰, 정치제도신뢰) 가운데에서 대인신뢰와 정치제도신뢰가 내각안정성의 핵심적 결정인자임이 밝혀졌다. 또한 내각안정성에 대한 신뢰의 배타적 영향력이 확인함에 따라 신뢰의 형성에 영향을 미치는 요인을 탐색하기 위한 가설모형을 검증하여, 대인신뢰의 경우에는 내각구성형태, 부패도, 실업률이 유의미한 영향력을 행사하고 있는 반면 정치제도신뢰의 경우에는 부패도만이 유일한 영향인자임을 발견하였다.
Abstract
An empirical, comparative analysis for the 14 parliamentary governments in West Europe has been performed to identify if the lower level of trust leads to the weakness of governmental legitimacy, thereby creating cabinet instability. The result shows that among the 10 explanatory variables, interpersonal trust as well as institutional trust are the most significant factors leading to cabinet stability. It was also disclosed that type of cabinet formation, corruption level, and unemployment rate have statistically meaningful relationship with the degree of interpersonal trust, while corruption level is the single determinant of institutional trust
