오늘날 세계의 화두는 ‘중국의 부상(China Rising)’으로 집중되고 있다. 많은 전문가들은 20세기가 미국과 러시아의 세기였다면 21세기는 미국과 중국의 시대가 될 것으로 예측하고 있다. 그러나 ‘중화민족의 부흥’을 향한 중국의 부상이 어떻게 그리고 어떤 형태의 미래상으로 실현될지에 대해서는 불투명한 점이 많다. 결국 중국의 미래는 그들이 당면하고 있는 과제를 어떻게 해결하는가에 따라 결정된다고 볼 수 있다. 중국이 소망하는 미래상, 즉 ‘중화민족의 위대한 부흥’을 실현하는 데는 다양한 정치/사회적 과제와 경제적 과제 그리고 외부세계의 견제와 대응이라는 문제가 놓여있다. 때문에 중국의 미래에 대한 국제사회의 시각은 매우 다양한 편차를 보이고 있다. 중국의 미래상에 관한 예측과 주장은 크게 ‘중국분열/붕괴론’과 ‘중국위협/패권론’ 그리고 ‘중등국가/현상유지론’ 등의 세 가지 범주로 나눌 수 있다. 한편 미국이 세계적 패권국의 지위를 유지할 수 있었던 것은 경제력과 군사력의 우위뿐 아니라 ‘민주주의’, ‘자유’, ‘인권’ 등과 같은 보편적 가치규범을 정립하려는 소명을 가졌기 때문이었다. 따라서 중국 역시 21세기에 진정한 의미의 강대국이 되려면 ‘중국적 소프트파워’의 창출이 필수적이다. 그러한 능력을 축적해나가지 못한다면 중국의 급속한 부상에도 불구하고 미래는 여전히 미국의 세기로 지속될 가능성이 높은 것으로 전망된다.
Abstract
This article explores the impact and significance of "Rising China" and figure of China's future by examining China's policy toward future development and scenario on the China's future of international society. China becomes an increasingly powerful political and economic leader in Asia and around the world. China's track record has been impressive, showing average real gross domestic product growth per annum since 1979 of nearly 10%, three times the world average. However there is still exist a uncertainty on the China's future and how realize the rise of China. Because China has facing many domestic and external problems which include political, economic, and social restructuring tasks and constrain of another major power countries. Above all things, if China wants to be a real major power in the 21st century, they should makes a soft power of Chinese style like America's freedom, democracy, and human right.
