Abstract
The debate to lower the dependence of nuclear energy has been galvanized in France in the aftermath of Fukushima nuclear accident. However, those debates did not lead to a major shift in the energy mix. This study explains the structure and actors in French nuclear policy-making and analyzes the policy making process after the Fukushima accident. The process of deciding the closure of Fessenheim nuclear power plant revealed the cleavages between policy direction and actual policy implementations. The socialist government led by president François Holland took the initiative to lower the dependence on nuclear energy from 75% to 50% and introduced Energy Transition Law accordingly. However, the socialist government took dual positions to satisfy Green Party, an electoral coalition partner, on the one hand and to maintain industrial and economic stability on the other. The closure of Fessenheim nuclear power plant was decided at the very last stage of Holland’s presidency but it also showed the limitation of nuclear cut-down in French energy policy. The lack of proper alternatives, the cost of compensating EDF, job safety and weak political momentum of major policy parties contributed to this structural difficulties. The goal to reduce the portion of nuclear to 50% in the energy mix faces challenges in terms of timing and scope.
