Abstract

Iran and North Korea have common ground in developing nuclear weapons because of security problems, but then they differ in their nuclear proliferation and posture strategies. Iran chose a Hedging strategy through Russia's nuclear energy program aid in the Pahlavi dynasty. The Islamic regime attempted to acquire nuclear weapons as a Hiding strategy, but in 2002 the nuclear facilities were exposed, making it virtually impossible to have nuclear weapons. Iran had a Catalytic strategy to use Russia as its sponsor. If Iran succeeds in acquiring nuclear weapons, the strategy will be more likely to an Assured Retaliation strategy because Iran has a large territory and hostile neighbors with mighty armies, and top leaders of Iran have the right to use arbitrary nuclear weapons. In the Kim Il Sung administration, North Korea began nuclear development through a Sheltered Pursuit strategy with the support of Russia and China. Kim Jong-il and Kim Jung-eun succeeded in acquiring nuclear weapons through a Sprinting strategy. North Korea has had a Catalytic strategy of using Russia and China as sponsors, but the Catalytic strategy became unclear as the communist power collapsed in the post-cold war and Russia and China participated in international sanctions against North Korea. If North Korea's nuclear negotiations fail, it is likely that North Korea will choose a highly aggressive and dangerous Asymmetric Escalation strategy. The differences between Iran and North Korea's nuclear strategies also affect nuclear negotiations. Iran failed to possess nuclear weapons, is vulnerable to economic sanctions, and its neighboring hostile countries actively pursue nuclear negotiations. On the other hand, North Korea has already had nuclear weapons and is isolated and largely unaffected by international pressure and sanctions. As a result, it is more trouble to succeed in nuclear negotiations with North Korea. In order to succeed in nuclear negotiations with North Korea, it is necessary to cooperate with the international communities in a consistent manner.
