Abstract

As feed-in tariff in Photovoltaics of Germany is getting reduced due to the reduced costs of development of technology, system marginal price and installation of the system, it is currently contributing to the expansion of Photovoltaics in Germany. With the nature of financial aid, it is foreseen to make positive contributions to employment, technology development of renewable energy, energy security, reduction of GHG emissions henceforth. It is expected as well that Germany should see effective expansion of Photovoltaics if its feed in tariff continuously operates as it has, and it improves a handful of developmental considerations such as low voltage grid integration, treatment of used PV system installations, land use for installation of PV system, small administrative authority in grid related law making, and varied spatial planning related regulations different from state to state. The South Korean Government is faced with challenges in expanding Photovoltaics, such as complexities in administrative procedures for permission for PV developers, dispersed regulatory bodies, and different competent authorities by land use to install PV systems. The South Korean Government should take a step further to overcoming the challenges by strengthening authorities of local governments and setting up a comprehensive guideline regarding spatial planning for PV developers to accelerate the expansion of Photovoltaics in Korea.
