신재생 에너지 지원정책 현황 및 동향 분석 - 태양광 발전을 중심으로 -

전 세계적으로 신재생에너지 보급 확산이 빠르게 전개되고 있다. 2016년 신재생발전설비용량 증가는 역대 최고를 기록했다. 우리 정부도 온실가스 감축목표 달성을 위해 보다 강화된 목표를 제시하고 신재생 확대에 나서고 있다. 본 연구에서는 우리나라보다 앞서 신재생확대에 나섰던 독일, 일본, 호주, 스페인 등 주요국이 신재생 확대를 위해 시행한 정책들을간략히 조사하고, 태양광 발전 확대를 위해 시행한 정책과 그 영향에 대해 좀 더 자세히살펴본다. 아울러 유럽 주요국들의 발전차액지원제도(FIT) 운영 현황에 대해 살펴봄으로써신재생 확대를 위한 정책에 필요한 시사점을 도출하는 데 본연구의 목적이 있다. 끝으로해외의 태양광 발전 설비 설치비용 현황과 동향을 알아보고, 이를 이용한 마이크로 그리드구축 비용 현황을 살펴봄으로써 향후 해당분야 해외 진출 시 사용할 수 있는 기초자료를제공하고자 한다.
Abstract
Recently renewable energy is rapidly spreading around the world. in 2016, additional amount of renewable energy generation capacity was the highest ever. The Korean government is also working on expanding the deployment of renewable energy with more strengthened targets to achieve GHG reduction targets. In this study, we briefly surveyed the policies implemented by major countries such as Germany, Japan, Australia, and Spain, which have been promoting renewable energy ahead of Korea. Along with the survey, by examining the status of the FIT operation in major European countries, this study aims at derive implications for polices to expand the renewable energy. In addition, this study surveys the current status and trends of the installation cost of solar power generation facilities as well as the construction cost of micro grids including solar PV system or ESS, which is likely to provide basic data that can be used in the future.
